Graham Scott is Chair of the Institute for Research in Public Policy, one of Canada's oldest and most influential non-partisan public policy think tanks. He also serves as Chair of Canada Health Infoway, a national non-profit organization created by the governments of Canada to advance the digitization of the Health care system.

He is also partner emeritus at McMillan LLP where he was a managing partner from 2000 to 2006. Graham received his BA &LLB in English and History Law from Western University. He practiced law for two years in Toronto before his introduction to a career in government and public policy when he served as executive assistant to the Right Honourable Robert Stanfield, the Leader of the Official Opposition and the Progressive Conservative Party. From there he delved deeper into government and rose through its ranks. He was assistant deputy general, courts administrator, and inspector of legal offices at the Ontario Ministry of the Attorney General. Later he served as the Associate Secretary of the Cabinet, then Deputy Minister of the Environment in 1979 and Deputy Minister of Health in 1981. In 1984 he brought his insight into government and public policy to McMillan LLP. He founded Graham Scott Strategies LLC in 2008.
